The Alternative Learning System (ALS) is a very important component in the Philippine Education to achieve quality and accessible education as envisioned in the Education for All (EFA) 2015 Philippine Plan of Action and specifically on the reduction of illiteracy rate. The Department of Education (DepEd) desires to make education accessible to all out-of-school youth (OSY) and adults in the country.
In response to the “zero Illiterate” challenge by DepEd Secretary Bro. Armin A. Luistro, FSC, and in consonance to the goals and objectives of the EFA-to eradicate illiteracy and to achieve basic education for the school aged children, youth and adults, the following are the ALS Programs and Projects.
1. TWO MAJOR PROGRAMS
1.1 The Accreditation and Equivalency (A and E) Program
-is a program aimed at providing an alternative pathway of learning for out-of-school youth and adults who are basically literate but who have not completed the basic education mandated by the Philippine Constitution.
Through this program, school dropouts are able to complete elementary and high school education outside the school system.
1.2 The Basic Literacy Program
-is a program aimed at eradicating illiteracy among out-of-school youth and adults (in extreme cases school-aged children) by developing basic literacy skills of reading, writing and numeracy.
2. OTHER PROGRAMS
2.1 The Radio-Based Instruction (RBI) Program
-is an alternative delivery mode using radio broadcast to deliver the ALS program. As a form of distance learning, it is able to expand access to education by bringing it to where the learners are. It aims to provide learning opportunities to listeners and enable them to acquire equivalency in basic education through the broadcast of lessons.
2.2 The Informal Education for Disadvantaged Children
-is focused on packaging of short-term educational activity that addresses the special needs and interests of the street and working children. It intends to use life skills active learning approaches/strategies aimed at developing/enhancing social, civic, aesthetics, cultural, recreational physical and personal development. The learning materials/packages may be developed/adopted/adapted or gathered from other sources and tailored-fit to the identified needs of the said users.
2.3 The Parent Education
-is an Informal education which is a life skills short-term course that addresses the special needs and interests of the parents to promote pride in their work and ownership of their responsibilities as members of the family and their community.
2.4 The Adolescent Reproductive Health
-is a project for out-of-school adolescents ages 19-24 years old. It is a life skills-based education program for adolescents who are in high-risk, sex related or non-sex related behavior.
2.5 The Alternative Learning System for Differently-Abled Persons (ALS-DAP)
- is a project which aims to deliver Basic Literacy Program to the special/differently-abled children/OSY/adults; e.g., hearing impaired learners who have not availed of/have no access to the formal school system through specialized approaches, e.g., sign language.
2.6 The Arabic Language and Islamic Values in Alternative Learning System (ALIVE in ALS)
- is designed for the Muslim Migrants to be able to positively contribute to the peace efforts of our government in order to improve that quality of life of Muslim OSY and adults. It has components namely; Basic Literacy Program + ALIVE; Accreditation and Equivalency (A and E) Program + ALIVE; Informal Education + ALIVE; Technical Vocational Education Program + ALIVE, and Entrepreneurship Development + ALIVE.
2.7 The Indigenous People Education
- is a research and development project which aims to provide basic education support services to IP communities.

Napakabilis nang takbo ng panahon!Dahil dito, napakabilis din ng mga nagaganap na pagbabago. Mga pagbabagong nakatutulong sa bawat isa partikular na sa mga kabataan.
Ang bawat isa ay kailangang sumabay sa mga pagbabagong ito. Upang hindi maiwanan, kailangang magpatianod at sumama sa magagandang pagbabagong nagaganap.
Kapansin-pansin din ang mga pagbabago sa Department of Education (DepEd) na kung saan ang focus ay ang kapakanan ng mga mag-aaral at matulungang malutas ang suliranin ng mga magulang.
Una sa mga pagbabagong ito ang naging ganap na batas ang Universal Kindergarten sa ilalim ng Republic Act (RA) No. 10157 o ang “The Kindergarten Education Act.”Dadaan muna sa Kinder ang mga bata bago tumuntong ng Grade I.
Ito ang simula ng K to 12 Basic Education Program. Noong una,samo’t sari ang mga katanungan at batikos sa programang ito. Marami ang mga negatibong pananaw sa dagdag na taon sa pag-aaral ng mga bata.
Sinasabi ng mga magulang na dagdag gastos ito. Ngunit sa katotohanan, mas makatutulong pa nga ito dahil sa halip na first year college na ang ating mga anak sa isang mamahaling kolehiyo ay senior high school pa lang siya at libre ang pag-aaral dahil nasa ilalim pa rin siya ng K to 12 Basic Education Program. Kung nakatapos na ay maaari nang kumita dahil nadevelop na ang skills sa paggawa.
Tanong pa ng iba, saan kukuha ang pamahalaan ng pondo para sa mga itatayong classrooms at pampasweldo sa mga gurong magtuturo para sa dagdag na taon?
Kung ang mga mag-aaral na nasa Senior High School at second semester, hindi na gagamit ng classrooms at mga guro ang mga ito. Sila ay nasa OJT na sa iba’t ibang accredited companies at establishment.
Ang K to 12 Basic Education Program ay masusing pinaghahandaan, pinag-uusapan at pinagplaplanohan at unti-unting ipinatutupad sa bansa upang ihanda ang mga mag-aaral sa mundo ng paggawa.
Sa kasalukuyan, ang DepEd ay patuloy na nakikipag-ugnayan sa Technical Education and Skills Development Authority (TESDA) at Commission on Higher Education(CHED) upang iplanong mabuti ang full implementation ng programa.
Upang matugunan ang mga pangangailangan ng senior high school students, ang mga Schools Division Superentendent ng bawat dibisyon ay naatasan ding magsagawa ng mga pag-aaral hinggil sa mga kursong maaaring i-offer sa lugar. Ito ay ibabase sa mga available at existing na gamit na matatagpuan sa lokalidad upang maiwasan ang malaking pondong gugugulin dito.
Ang senior high school students ay magtatapos sa edad na 18 na kung saan siya ay handang-handa nang makipagsapalaran at harapin ang mundo ng paggawa. Maaari na siyang magkaroon ng marangal na hanapbuhay at kumita ng pera upang makatulong sa pamilya kahit hindi siya nakatapos ng kolehiyo.
Nasa ating mga kamay ang tagumpay ng K to 12 Basic Education Program. Bawat isa sa atin ay may malaking gampanin upang maisakatuparan nang maayos ang pagbabagong ito.

Disiplina! Katangian ito ng bawat isang may pagpapahalaga sa sarili. Ang taong nagtataglay nito ay dapat hangaan at ikarangal. Mayroon tayong kasabihang “Sa Ikakaunlad ng Bayan, Disiplina ang Kailangan.”Isa ito sa mga puhunan ng bawat Pilipino sa pagkamit ng mapayapa at masasganang bansa.
Ngunit masdan ang mga mag-aaral, taglay ba nila ang ganitong katangian? Mataas ang hangarin ng nga guro upang ito ay maiukit sa mga puso’t isipan ng mga bata nang sa ganoon ay lumaking kapaki-pakinabang ang mga ito.
Simula umaga, karamihan ang unang asignatura ay “Values Education.”Dito hinuhubog ang pagkatao ng bawat isa upang balang araw tayong lahat ay hindi mapaririwara.
Nagsisikap ang mga guro upang maibahagi ang mga kagandahang asal na siyang magiging puhunan sa pagtahak sa landas patungo sa tugatog ng tagumpay.
Ngunit sa kabila nito, may natutuhan ba ang ilang mag-aaral? Hindi naman siguro nagkamali ang mga guro sa pagtuturo at lalong hindi nagpabaya sa tungkulin bilang pangalawang magulang ang mga ito.

The Alternative Learning System (ALS) is an instrument to uphold the learners’ aspiration for further learning and meaningful participation in the community and society as a whole. VISION The Bureau of Alternative Learning System (BALS) envisions itself to be the leading producer of Filipino lifelong learners. MISSION In partnership with other producers of learning, the Bureau of Alternative Learning System will develop exemplary programs and open creative learning opportunities to achieve multiple literacies for all. For better understanding, these are the following questions and answers regarding Basic Literacy Program: Q. 1. What is Basic Literacy Program? A. -it is an intensive community-based training for illiterate, out-of-school youth and adults, who are willing to learn basic literacy skills. Q. 2. What are the three basic literacy skills? A. -these skills are: · ability to read with comprehension · ability to compute simple problem · creative thinking and problem solving Q. 3. Who are the target learners?
A. -the target learners are the illiterate who are out-of-school children, youth and adults. Q. 4. How do learners access BLP? A. Step 1: Recruitment
-the Service Provider, Literacy Facilitators, Mobile Teachers and District ALS Coordinator will go to the target community (house-to-house) to recruit learners.
Step 2: Screening and Placement
-the recruited learners will undergo screening and placement test using the Functional Literacy Test (FLT).
Step 3: Enrolment
-learners who are qualified will be enrolled to BLP.
-learners will prepare their Individual Learning Agreement (ILA)

Q. 6. How does learning process work in BLP?
A.-The 4 A’s Cycle
Stage 1: Activity
-through the learning activity, learners experience and acquire new knowledge and skills.
Stage 2: Analysis
-learners need time to process or analyse their experience. New knowledge and skills have to be linked to what they already know and can do. They have to think about how they can use their new knowledge and skills.
Step 3: Abstraction
-through processing or analysing their new experiences and linking/ associating them with existing experiences, the learners begin to demonstrate new understanding and apply new skills.
Step 4: Application
-the final stage is the practical application and trying out of new skills and learning.
